In brief, National Peace and Reconciliation Commission bill which was gazetted in December 2015 gives effect to section 251 of the Constitution of Zimbabwe which calls for the establishment of a peace commission to ensure post conflict justice, healing and reconciliation. However, the lifespan of the Commission itself which has already been appointed (led by Cyril Ndebele) is pegged at 10 years before the effective date of the Constitution thus 2013, its already three years and the commission hasn’t started working.
